Dummy (decoy) CCTV cameras

Are dummy CCTV cameras effective? The principle is similar to speed cameras; they deter a significant percentage of potential offenders who prefer to avoid the risk of being caught. Dummy cameras create the impression of active surveillance, leading criminals to assume that an effective security alarm system is also in place, encouraging them to target less secure properties instead.
